PURPOSE: To keep the height of small projections and the flatness of the top surfaces of the projections constant when a separator for a fuel cell having plural small projections in a base part is manufactured. CONSTITUTION: A lower mold 3 is formed by closely attaching a plate 2 having uniform thickness, in which plural through holes 2a are formed, onto a lower mold base 1 whose surface 1a is mirror finished. Since the top surface of a small projection group of a separator for a fuel cell is formed with the surface of a mold base finished in the specified surface roughness, the top surface of the small projection group is finished in the specified surface roughness. Since the height of the small projection group is decided by the thickness of the plate 2, the small projection group becomes the specified uniform height. Therefore, the height of the small projections and the flatness of the top surface are kept constant.
