PROBLEM TO BE SOLVED: To reduce high-speed RFV primary modification by maintaining vibration property at a normal speed. SOLUTION: Low-speed RFV primary modification (hereinafter referred to as 'low V primary'), low-speed PRO primary modification (hereinafter referred to as 'low O primary'), or an unbalance weight quantity (hereinafter referred to as 'UW quantity') is measured. The low V primary is measured and an adjustment piece 10 having a weight of M1 is pasted on a waveform P1 of the low R primary by equation (1), and the low O primary is measured and an adjustment piece 10 having a weight of M2 is pasted on a waveform P2 of the low O primary by equation (2), and the UW quantity is measured and an adjustment piece 10 having a weight of M3 is pasted on P3, namely, on HS of a tread part 2 by equation (3).
