PROBLEM TO BE SOLVED: To prevent the deterioration of a secondary battery by preventing the voltage of the secondary battery from exceeding an allowable voltage caused by the internal resistance of the secondary battery when a charge current rapidly changes. SOLUTION: Even if the voltage of a secondary battery is near an allowable voltage or even if a charge current rapidly changes based on the consumption current of a load and the size of the load, the charge current due to charging following the change is controlled so that the voltage of the secondary battery does not exceed the allowable voltage, thus suppressing the deterioration of the secondary battery and hence extending the life of electronic equipment where the secondary battery is mounted.
