PROBLEM TO BE SOLVED: To provide a system for serving mobile phone speech area that serves mobile phone speech are information to a mobile phone user in real time. SOLUTION: A mobile phone speech area management center (1e) is provided with a means (1f) that manages a mobile phone speech area and with a means (1g) that transmits an S band broadcast. A terminal (1a) is provided with a means (1b) that receives the S band broadcast and a means (navigation unit) (1c) that serves mobile phone speech area information. Whether or not the terminal is present in the mobile phone speech area is discriminated. When the terminal is present at the outside of the area, the terminal forcibly informs the user about the presence of the terminal outside the mobile phone speech area as an emergency information. The terminal obtains a speech available point able to be arrived in the shortest time from the present position and guides the path up to the mobile phone speech area.
