PROBLEM TO BE SOLVED: To provide a transportation control system which can extremely accurately grasp the state of traffic in a wide range and controls traffic based on the grasped state of the traffic. SOLUTION: An earth satellite 10 in the sky has a video radar and a picked-up image data transmitting means and picks up the image of a prescribed objective range A including a road R. A transportation control section 21 grasps the state of traffic in the range A based on the picked-up image data related to the range A and predicts a congested state based on the grasped state of traffic. The section 21 also sets parameters, such as the turning-on/off time of traffic signals, etc., and sends the parameters to each signal. The turning on/off of the signals is controlled based on the set parameters.
