PROBLEM TO BE SOLVED: To warm up water-cooled internal combustion engines quickly. SOLUTION: A cooling water circuit 10 with a water pump 5 circulates cooling water to a block cooling water passage 2a in a cylinder block 2 and a head cooling water passage 3a in a cylinder head 3. A hot water circulating passage 18 with a hot water circulating pump 6 and a heat insulating vessel 7 circulates hot water stored in the heat insulating vessel 7 to the head cooling water passage 3a. When an engine 1 is in operation, heated cooling water circulated in the cooling water circuit 10 is led in the heat insulating vessel 7 where its heat is reserved for a quick warm-up of the engine 1 in a start-up phase. For a start-up of the engine 1, the hot water circulating pump 6 is operated before the engine 1 is cranked, so that hot water in the heat insulating vessel 7 is circulated to the head cooling water passage 3a to warm up only the cylinder head 3.
