PROBLEM TO BE SOLVED: To reduce maloperation by setting the lifting and lowering operating direction of a seedling planting device and the transmission on-off operating direction of the seedling planting device at different directions with a single planting lifting and lowering lever in a seedling planter of the sulky form. SOLUTION: This apparatus for operating a seedling planter is composed by carrying out on-off operations of the planting transmission of a seedling planting device 3 in operations of an on-off guide 1A in one direction with a single planting lifting and lowering lever 2 operable along a lever guide 1 different in operating and guiding directions and driving a lifting and lowering device 4 for lifting and lowering the seedling planting device 3 in operations of a lifting and lowering guide 1B in the other direction.
