PROBLEM TO BE SOLVED: To make ratio of electric power to heat variable by regulating increase and decrease for the electric power and steam in response to increase and decrease variation of electric power demand depending on seasons and the like, and to increase an output concurrently. SOLUTION: This generating set is provided with a water purifying system 8 for purifying water generated in a waste pretreating system 4, a heat exchanging part 14 provided in a thermal decomposition system 6 for transforming the water from the system 8 into steam, and a ratio-of-electric-power-to-heat system 9 for controlling a flow rate of the steam in response to the increase and decrease variation of the electric power demand when the steam generated in the heat exchanging system 14 is supplied to a combustor 22 of a generating system 7.
