PROBLEM TO BE SOLVED: To easily correspond to a modification of a signal interval and to suppress an increase of the number of components of a circuit when the signal interval is long or for improving resolution or the like in measuring of a pulse signal interval. SOLUTION: An offset signal S9 is generated on the basis of an interrogation pulse decode signal S3. A response pulse signal S8 corresponding to the interrogation pulse decode signal S3 is detected and an interval from this response pulse signal S8 to the offset signal S9 is measured. An interval from the interrogation pulse decode signal S3 to the response pulse signal S8 is calculated based upon the measured interval.
