PURPOSE: To keep the surface temperature of an incinerating system under a given level, lower the temperature of an exhaust gas to suppress emission of dioxins, realize continuous running of an incinerator and complete combustion of wastes, and make the entire incinerating system compact so as to be set up in a small vessel such as an inland navigation vessel. CONSTITUTION: A system comprises an inner cylinder 2 having an incinerator therein, an outer cylinder 1 provided around the cylinder 2, and an air channel 3 formed between the cylinder 1 and the cylinder 2. The system has such an arrangement that the outer peripheral surface of the cylinder 2 is cooled by air which flows through the channel 3, prior to directing a portion of the air into the incinerator as combustion air, and mixing and discharging the remaining air with incinerating exhaust gas. Specifically, a burner is disposed at the support end of the incinerator, and a damper like inner cover is movably formed inside a waste feed port 10 having a feed cover 11. Further, the feed port 10 is disposed so that a distance β along the longitudinal direction of the furnace from the center position of the feed port to the support end in the inner surface of the incinerator will be approximately 0.2-0.3 L wherein L represents the entire length of the inside of the incinerator.
