PROBLEM TO BE SOLVED: To improve control accuracy for a front-rear axle load distribution ratio in a 4WD vehicle bench test. SOLUTION: A pulse generator PP is arranged in each tire 9 in a vehicle on a bench test base, a tire speed is detected by means of a speed detection unit 24, a mean speed in each axle is found in a computing unit 12, a front-rear axle mean speed is found in the computing unit 12, a traveling resistance command is formed in a traveling resistance command generation unit 11 on the basis of the mean speed, and torque control units 21 on the front and rear wheel sides control a power meter 4 for traveling resistance control so as to eliminate torque deviation. A difference between mean speeds of the front and rear axles is found in a computing unit 14, and on the basis of the difference speed, an electric command synchronizing the power meters 4 on the front and rear axle sides is formed for converting a command polarity to the rear wheel side current control unit 22 by means of a converter 15, and consequently, a dynamometer 2 is controlled by means of current control units 22 on the front and rear wheel sides. Because a tire speed is used instead of a roller speed for traveling resistance control and synchronous control, control accuracy of a front- rear axle load distribution ratio can be improved.
