A novel nucleic acid fragment having an excellent effect of promoting the expression of a structural gene located downstream; and a method of promotin g the expression of the structural gene located downstream by using the same. Namely, a nucleic acid fragment having the base sequence represented by SEQ ID NO:1 in Sequence Listing or a nucleic acid fragment having a base sequence derived from the above-described base sequence by substitution, deletion, insertion or addition of one or more bases and having an effect of promoting the expression of a structural gene located downstream thereof.
