SOLUTION: In the protective retaining wall in which sheet-shaped reinforcing materials are laid in a fill-up layer by stages, a concrete layer is laminated on the collision-receiving surface of the fill-up layer, and a vegetation layer is laminated on the collision-receiving surface of the concrete layer.
