PROBLEM TO BE SOLVED: To provide a scanning electrode driving IC for liquid crystal panel resistance to internal noise while utilizing the characteristic of an IC operated by an oscillating power source by converting a selection signal outputted from a circuit operated at low voltage by DC by a level shifter, and inputting the resulting signal to an output block. SOLUTION: The output signal group 111 of a control circuit 110 is inputted to a selection signal generating circuit 112, a selection signal 113 that is each output signal of the selection signal generating circuit 112 is inputted to each level shifter 114, and the output signal of each level shifter 114 is inputted to each output block 115. On the other hand, a signal DB 108 is inputted to a level shifter 117, the output of the level shifter 117 is inputted to a level shifter 118, and the output signal of the level shifter 118 is inputted to a total output block 115. The ground VM for driving a liquid crystal panel is inputted to the total output block 115, and each output block 115 outputs each scanning electrode drive signal 116.
