PROBLEM TO BE SOLVED: To allow a broadcasting station to safely input an ID to a receiving terminal by displaying a character string corresponding to the registration number of a receiving terminal recording a received number and allowing the broadcasting station to prescribe an identification number corresponding to the character string when the broadcasting station broadcasts the identification number identifying the receiving terminal and the terminal receives the broadcasted identification number. SOLUTION: A key distributor 8 successively reads the receiving terminal IDs of subscribers qualified to view subscription programs broadcasted by a broadcasting station from an ID storage device 9. Then, the distributor 8 successively enciphers a key update instruction indicating key update and a cryptography key outputted by a key generator 3 by using the IDs read from the device 9 as a cryptography key and prepares key update data. The enciphered key update data are outputted to a 1st packeting device 10. An ID updating device 5 prepares ID update data by using an ID before being updated as a cryptography key as for the ID before being updated and an updated ID which are outputted by an ID register 6.
