PROBLEM TO BE SOLVED: To enhance corrosion resistance and adhesion by forming a silicate film containing one or more kinds of functional groups on the single surface of a metal panel. SOLUTION: A soln. prepared by mixing tetraethoxysilane, titanium isopropoxide, a silane coupling agent, a hydrolyzing catalyst, a polycondensation catalyst, ethanol and water is applied to the single surface of a metal panel with a thickness of 0.24 mm comprising a base material such as a cold rolled steel panel, a chromium plated steel panel, a tin plated steel panel or an aluminum alloy panel by a spray coating method and dried and cured to form a silicate film containing one or more functional groups. By this constitution, functionality such as antibacterial properties, super-hydrophilicity or a high refractive index as photocatalytic action, rust resistance, corrosion resistance and adhesion can be enhanced.
