PROBLEM TO BE SOLVED: To prevent a face from being hit by an air bag developed at the time of a vehicle collision. SOLUTION: A seat belt device is provided with a first tension variable means 110 for removing a loosening of belt by winding a seat belt when a collision of own car is previously recognized so as to prevent a forward movement of occupant by removing loosening of seat belt prior to the vehicle collision (401); and a second tension variable means 104 for restricting the occupant to a seat by further enhancing a tension of the belt at the time of collision. The occupant does not exist in a developed range of the air bag at the time of operation of the air bag.
