PROBLEM TO BE SOLVED: To reduce the burden of the communication cost for a user by suppressing communication time to a minimum in the case of collecting information from a host computer. SOLUTION: A date/time setting part 6-3 stores inputted start time and end time in a RAM 10. A range time operating part 6-4-1 of a date/time operating part 6-4 obtains time, for which time required for communication is subtracted from the said end time and further the said start time is subtracted, as range time. A communication start time operating part 6-4-4 divides the said range time with a constant and holds the solution as a variable. A base information acquiring part 6-4-2 reads personal information out of the RAM 10 and a numerical value extracting part 6-4-3 extracts the last two characters from this personal information and converts them to numerical data. The communication start time operating part 6-4-4 multiplies the said variable and the said numerical data, adds a numerical value omitted below a decimal point to the said start time and stores the result in a communication start time memory 10-8. When present time reaches communication start time, the connection of an internet is started.
