PROBLEM TO BE SOLVED: To provide a winding device for manufacturing a wire rod wound with a wire around the outer periphery of a core which prevents the twist of the wire, can stabilize tension, and can be miniaturized. SOLUTION: A wire delivering spool 31 is fixed to he rotary plate 21 of a wire winding mechanism 20, and a magnet tension device 32 and a wire delivering nozzle 33 are fixed to a nozzle support plate 23. The rotary plate 21 and nozzle support plate 23 are rotatively driven by a drive motor 24, the wire delivering nozzle 33 is revolved around a core 1 to wind a wire 30 on the core 1, and the wire 30 is prevented from being twisted because the wire delivering spool 31 is also rotated together with the wire delivering nozzle 33.
