Global space is divided into reference spaces. Provisions define reference space characteristics. Reference space(s) are varied in global space accordingly. Provision(s) are altered at random times. Each transmitter and receiver maintain provisional data information. A transmitter sending communication(s) determines its position with respect to the reference space. Included in the communication(s) is data concerning transmitter location relative to the reference space. The receiver of communication(s) or information determines its position relative to the reference space. It integrates information from the transmitter on transmitter location. Hence the receiver unambiguously identifies and locates the transmitter.
