PROBLEM TO BE SOLVED: To provide a catalyst for decomposing and removing nitrogen oxides, having high efficiency of decomposition and removal of nitrogen oxides and excellent in durability against water vapor, and a production method therefor. SOLUTION: This catalyst 1 for decomposing and removing nitrogen oxides is a catalyst which is used for decomposing and removing nitrogen oxides in exhaust gas of a gas engine using natural gas. The catalyst 1 for decomposing and removing nitrogen oxides is formed by supporting Cu or a catalyst component 3 consisting of Cu and other metals on a carrier 2 consisting of zeolite. The carrier 2 has the mole ratio of SiO2/Al2O3 of 23. In the catalyst component 3, finally Cu is supported.
