PROBLEM TO BE SOLVED: To provide a simulation function which allows a training with ease without requiring much cost nor much space and makes the training effective. SOLUTION: This device 30 is connected to a fire receiver 20 monitoring a fire through terminal devices 101 to display the monitor state and has a simulation mode where fire occurrence can be simulated according to the generation of an artificial event made by one of the terminal devices 10. In this case, the device has a 'training menu' for switching a monitor mode wherein the monitor state is displayed and the simulation mode, a storage means 39 which stores data regarding the terminal devices 101, and a CPU 41 which automatically sets the terminal device generating the event artificially by using the data in the storage means 39 in the simulation mode.
