PROBLEM TO BE SOLVED: To effectively utilize org. sludge by converting it into carbonized sludge and to effectively utilize the dehydrated cake in itself. SOLUTION: Org. sludge is dehydrated by a first dehydrator 5 to form dehydrated cake, the dehydrated cake is carbonized by a carbonizer 6 to produce carbonized sludge, the carbonized sludge is added as a dehydration assistant when the org. sludge is dehydrated by a second dehydrator 7, and the dehydrated cake contg. carbonized sludge is supplied to a device 8 for producing a refuse derived fuel(RDF) to produce RDF.
