PROBLEM TO BE SOLVED: To compress and reduce the volume of bulky waste with a restoring force which is difficult to incinerate such as sheets, heat insulating materials by housing waste in a housing bag inside a drum can, lowering a cylinder, and discharging air out of the housing bag. SOLUTION: A standardized 200-litter drum can 1 is transferred from a standby location to an operating location over a conveyer 12, and waste inside the drum can 1 is compressed by a plurality of cylinders 16a and 16b and pressing plates (plates) 20a and 20b at their lower ends supported at a frame 18. In other words, a housing bag with a check valve is placed inside the drum can 1, and waste such as non-combustible sheets, heat insulating materials is inserted into the bag. Then by lowering the cylinders 16a and 16b and discharging air out of the housing bag, the processing of reducing the volume is performed. In addition, a pallet 14 of such a shape as to receive the curved bottom part of the drum can 1 is arranged on the conveyer 12. A control switch 38 for the operation of a compressing device and exhaust fan is arranged.
