PROBLEM TO BE SOLVED: To suppress generation of adhesion odor effectively by coupling a basic material applied with a coating exhibiting a specified water absorbance to the surface of a paper composed of specific inorganic or organic fibers while forming a cavity for conducting air between adjacent basic materials. SOLUTION: A basic material 10 is a sheet material where a coating containing inorganic particles having average grain size of 5-30μm exhibiting water absorbance and an organic binder is applied to the surface of a paper made of inorganic and flame retardant organic fibers having fiber diameter of 1-13μm and fiber length of 5-50 mm. Alternatively, it is a sheet material made of slurry containing inorganic fibers, organic fibers, inorganic particles and an organic binder. The sheet material is then corrugated. A humidifying element 1 is formed into a block, as a whole, by laying the corrugated basic material 10 in a plurality of layers. Glass fiber or ceramic fiber is used as the organic fiber and reinforced polyethylene terephthalate or flame retardance vinylon fiber is used as the flame retardant organic fibers.
