PURPOSE: A binary coding device and a method are provided to easily extract a synchronizing signal to enhance a data recovery function, and to transfer data with a maximum transfer speed. CONSTITUTION: The binary coding device comprises a synchronizing signal generator(2), two flipflop(4,6), two AND gates(10,12) and a signal converter(8). The flipflop(4) delays externally input data(A) by 1 bit in accordance with the synchronizing signal from the generator(2). The flipflop(6) is connected to an output of the flipflop(4). The AND gates(10,12) are respectively connected to outputs of the flipflop(4,6). The signal converter(8) is connected to outputs of the flipflop(6) and the gates(10,12). The flipflop(4) outputs a control signal(C) and a control signal(F) to the converter(8) and the gates(10,12), and the flipflop(6) outputs a control signal(H) and a control signal(G) to the gate(12) and the gate(10) in accordance with the value of the input data(A), respectively.
