PROBLEM TO BE SOLVED: To construct a pressure receiving plate with a required size by excavating a slope as the surrounding of the head of an anchor bar to solidify concrete sprayed or placed in the excavated hole, enable the reinforcement of the slope even in a place where a crane or the like is not used, eliminate hanging work of a heavy weight substance or risk caused by sliding it down and to greatly reduce risks of pressure holding plate mounting work to promote safety of the work. SOLUTION: A slope surface (a) on the surrounding of the head 1a of an anchor bar 1 driven up to the stable ground is excavated in a specific shape, a protection frame 4 is formed inside of the excavated hole 3, reinforcing bars 5 are arranged to the inside of the excavated hole 3 after the protection frame 4 is formed, and then, the inside of the excavated hole 3 is filled with mortar or concrete by spraying it inside thereof and, at the same time, the surface of an artificially excavated pressure holding plate 2 formed by filling with mortar or concrete to be sprayed is flush with the surface of the slope or slightly projected high in height.
