SOLUTION: A slope surface (a) on the surrounding of the head 1a of an anchor bar 1 driven up to the stable ground is excavated in a specific shape, a protection frame 4 is formed inside of the excavated hole 3, reinforcing bars 5 are arranged to the inside of the excavated hole 3 after the protection frame 4 is formed, and then, the inside of the excavated hole 3 is filled with mortar or concrete by spraying it inside thereof and, at the same time, the surface of an artificially excavated pressure holding plate 2 formed by filling with mortar or concrete to be sprayed is flush with the surface of the slope or slightly projected high in height.
