PROBLEM TO BE SOLVED: To watch the mixture of poisonous matters and foreign matters by providing a hole made in a sheet, a narrow guide passage communicating with the hole from one side of the sheet, and a detachable part formed around the hole to clearly show that a sealed packaging bag is unsealed when an opening part of the bag is once unsealed. SOLUTION: This binder comprises a sheet forming a center layer 6, and sheets forming outer layers 7, 8 thereof, all sheets are rectangular in shape of approximately same size with four corners thereof cut off, and three layers are integrated with each other. When an opening part of a sealed packaging bag 5 is pulled in the perpendicular direction out of a surface of the binder 27 for sealing the bag, the force in the perpendicular direction is applied from the packaging bag 5 to a detachable part 22 and a piece 11 of the outer layers 7, 8, the detachable part 22 is detached from the outer layers 7, 8 with a notch groove broken, and the piece 11 is detached from the center layer 6 with a small and short part 12 broken. Even when the opening part is sealed again, it is clearly shown that the packaging bag 5 is already sealed.
