摘要 PROBLEM TO BE SOLVED: To grasp an entire status and a status of adjacent areas with a minimized facility by providing a 1st collection distribution path through which information is directly sent/ received between each subordinate device and a host device and a 2nd collection distribution path through which the collected information of each subordinate device summarized and managed by a representative device and information from the host device are distributed to the subordinate devices. SOLUTION: The system is configured to distribute an instruction of a relief or the like to a middle station and a subordinate station in an adjacent area, representative middle stations 14-1-14-m representing a plurality of middle stations are installed in the system, and directly send/receive disaster information or the like through a 1st collection distribution path (a) between the middle stations 12-1-12-n and a host station 13. Furthermore, the representative middle stations 14-1-14-m collect and distribute the collection information of the middle stations summarized by the representative middle stations 14-1-14-m under their management and the information from the host station 13 to the middle stations 12-1-12-n through a 2nd collection distribution path (b) via the representative middle stations 14-1-14-m. Thus, even on the occurrence of a fault with the representative middle station 14-1, the host station 13 can grasp the disaster state of the entire area by surely receiving the information summarized by the representative middle station 14-1.
