PROBLEM TO BE SOLVED: To efficiently manages devices which are connected to a network when other information processors are managed through the network. SOLUTION: A teaching type state monitor table 127 and an inquiry type state monitor table 128 managing management information, which controls to be obtained from a device connected to the network, reported from the device without inquiring it of the device are set and a rule set by rule definitions 125 is applied. In this case, the rule is decided by referring to the teaching type state monitor table 127 and when the rule is applied according to the result, the inquiry type state monitor table 128 is not referred to, but when the rule is not applied according to the result, the device is inquired of to generate an inquiry type state monitor table 128 and decides that the rule is applied.
