PROBLEM TO BE SOLVED: To enable adjusting a braking force without changing the main body structure. SOLUTION: This reducer is equipped with a static retaining cylinder 20 and a movable retaining cylinder 22, which are retained in parallel in a case arranged inside a braking drum 7, a plurality of magnets which are arranged in the retaining cylinder 20 and in parallel with each other, and an air cylinder mechanism 30, which pivots the movable retaining cylinder 22 in the normal and opposite directions and switches braking and non-braking. In a cylinder 32, an end linkage hole 40 of one end portion connected to an air tank T, a linkage hole 42 of the other end portion, and a linkage hole 44 of an intermediate part are formed. Constitution is changed freely, in such a manner that one of the holes 42 and 44 is closed, and the other is connected with the air tank T, or the other is closed and the one is connected with the air tank T.
