PROBLEM TO BE SOLVED: To provide an apparatus for efficiently and simply producing a perfect hydrate in a short time. SOLUTION: The objective water-spraying type hydrate producer is equipped with (a) the reactor (1) having the inlet opened for feeding the gas as the guest molecule for hydrate, and the sprayer (4) for spraying water into micro-fine particles; (b) the gas feeders (2, 6) for feeding the gas into the reaction vessel, as the gas is compressed to increase the pressure; (c) the temperature regulators (3, 9) for retaining the gas in the reaction vessel at the hydrate-forming temperature; and (d) the water feeder (5, 7) for compressing the water and feeding the compressed water to the water sprayer.
