PROBLEM TO BE SOLVED: To decrease the number of parts to enable simple structure by providing a cancel lever, a turning lever and a connecting rod, one end of which is connected to a latch mechanism, the other end being connected to the cancel lever and which is removably inserted in the turning lever. SOLUTION: This device is formed by a base bracket 3, a latch mechanism and a cancel mechanism 5. A lever mechanism of the cancel mechanism 5 is formed by a turning lever 61 and a cancel lever 62, and the turning lever 61 is connected to an operating knob through a rod 9. A connecting rod 7 is extended between the base bracket 3 and the turning lever 61, and one end 71 is connected to the latch mechanism, the other end 72 being connected to the cancel lever 62. When the operating knob is operated to pull up the rod 9, the turning lever 61 is turned to disengage a striker from the latch mechanism, so that a seat back can be turned to tilt a seat forward.
