PROBLEM TO BE SOLVED: To improve light emitting efficiency, and to improve luminance by the increase in the surface discharge electrode area by providing a barrier rib having a barrier rib swelling part in an inter-cell gap part adjacent in the line direction, and applying a phosphor, even to the surface discharge electrode side side surface of the barrier rib swelling part. SOLUTION: Surface discharge electrodes 7, composed of a transparent electrode of an ITO thin film and a bus electrode using a silver thick film are formed on a glass substrate 6, and a transparent dielectric layer 8 is formed on it. In the dielectric layer 8, a magnesium oxide protective layer is formed on the surface of low melting point glass. The surface discharge electrodes formed in a pair by sandwiching the surface discharge gap of a plasma panel are arranged in the line direction which is to become a panel line. A back substrate 100 opposing a front substrate 200 forms a data electrode 2, a white dielectric layer 3, a barrier rib 4 and a phosphor 5 on the glass substrate 1. A barrier rib swelling part 10 is arranged on a barrier rib 4 in a part corresponding to an adjacent inter-cell gap by a sand blast method, to make light emitting efficiency improved.
