PROBLEM TO BE SOLVED: To detect the degree of deterioration of a secondary battery. SOLUTION: The time variation rate of temperature dT/dt of a secondary battery is calculated at a predetermined time when the secondary battery is in a specified charge/discharge state (S100-S110) and then the degree of deterioration, i.e., the lifetime value, of the secondary battery is set based on the calculated time variation rate of dT/dt and the state of charge(SOC) of the secondary battery. The lifetime value is set based on the relation between the time variation rate dT/dt of temperature T and the degree of deterioration of the secondary battery where the degree of deterioration advances as the time variation rate dT/dt of temperature T increases. The degree of deterioration of a secondary battery can be used for determining or predicting the replacing timing of the secondary battery or setting a maximum input/output of the secondary battery.
