PROBLEM TO BE SOLVED: To make performable an effective transaction processing by considering the computer load by calculating the number of overload transactions of each computer and deciding a computer to which the transaction processing inputted from a terminal is assigned according to the number of overload transactions of every computer. SOLUTION: A system selection means 22 receives the transaction processing request of a terminal from a transaction receiving means 21, selects the computers 3 and 4 of low load by referring to a load management table 23 and notifies the computers 3 and 4 of the transaction processing request via a processing request notification means 24. The table 23 contains the system IDs concerning the computers 3 and 4 and the number of overload transaction and is used for the means 22 to select the computers 3 and 4 for executing the transaction processing request. The number of overload transactions is a value that shows the CPU overload states of both computers 3 and 4.
