PROBLEM TO BE SOLVED: To provide an effective mechanism for performing main transfer in a system for supporting the transmission of forward link data only in a unidirectional mode by incorporating at least one packet of forward link data requested by a new main base station into a queue and enabling the transmission of all the forward link data through a radio interface. SOLUTION: When setting a new registration ID for the first time, a frame selective distribution(FSD) function element starts a radio link protocol(RLP) function element for providing a service to a call. The RLP function element provides a equal frame selecting function for data segments. As frame selection for signal communication to be processed by a main cell, a message for signal except for the negative response of RLP received by the backward link of a leg composed of the FSD function element such as pilot strength measuring message(PSMM) or sub channel request message(SCRM), for example, is returned as it is.
