PROBLEM TO BE SOLVED: To provide an apparatus and a method for leaning polluted soil which can remove volatile pollutants contained in cavities in soil and ground water efficiently at a low cost. SOLUTION: A porous pipe 2 is embedded in a soil containing volatile organic solvents, and a suction blower 5 for sucking gas in the soil through the pipe 2 and a storage pump 4 for pumping up ground water from the bottom part of the pipe 2 are installed. The pumped up ground water is introduced into an aerator 10, and the volatile organic solvents contained in the ground water are evaporated. Gas sucked from the soil is introduced into a first active carbon tank 9 and, after the solvents being absorbed/removed, sent to the aerator 10. Gas discharged from the aerator 10 is introduced into a second active carbon tank 12 and, after the solvent being absorbed/removed, is released into the air.
