PROBLEM TO BE SOLVED: To shorten the period of construction, reduce the construction cost and improve flow capability of a pipeline by forming many through holes in a lining material and fitting a valve opened at prescribed pressure in the through holes. SOLUTION: Through holes 6 formed in a lining material 1 are provided for letting infiltrated water 5 escape inside the lining material 1 through the through holes 6 by opening valves 4 mounted in the through holes 6 when a water stop of primary lining 3 is broken and external water pressure is applied to the lining material 1, thereby preventing buckling of the lining material 1. The through holes 6 are formed in the upper positions of the lining material 1. Thus, except a rainfall, a fluid flowing through a pipeline does not touch through hole forming parts, as the valve 4 fitted in the through holes 6, it is not necessary to use a valve having a complicated mechanism such as a check valve, opening of the valve 4 mounted in the through holes is not obstructed by pressure of a fluid flowing through the pipeline, and external water pressure applied to the lining material 1 can be released.
