PROBLEM TO BE SOLVED: To improve the efficiency of on org. matter treating device utilizing photocatalysts. SOLUTION: The first treating part 15 is composed of an irradiation part 31 and a first reaction part 32a, and the second reaction part 16 is provided with an irradiation part 31 and a second reaction part 32b. Straight-tube UV sources 31a are arranged in parallel to one another at regular intervals to constitute a surface light source as the irradiation part 31. The first and second reaction parts 32a and 32b are furnished with plural long circulating tubes 33 and a structure 34 holding the circulating tubes 33. The plural circulating tubes 33 are set in parallel to one another at regular intervals and arranged close to and at a fixed distance from the irradiation part 31 as the surface light source. The circulating tubes 33 constituting the first and second reaction parts 32a and 32b are staggeringly arranged in the cross-sectional view in the extending direction of the circulating tubes 33.
