PROBLEM TO BE SOLVED: To improve the freezing damage resistance, durability, executability, etc., reduce the weight, raise the strength and reduce the water absorptivity by combining and compounding a granulated type lightweight fine aggregate having a specific grain diameter with a nongranulated type lightweight fine aggregate in a specified proportion and compounding the resultant lightweight fine aggregate with a mortar or a concrete. SOLUTION: This lightweight fine aggregate comprises 30-70 vol.% of a granulated type lightweight fine aggregate and 70-30 vol.% of a nongranulated type lightweight fine aggregate. The lightweight mortar or lightweight concrete is obtained by compounding the above lightweight fine aggregate with a mortar or a concrete and has <=1.50 t/m3 unit volume weight. At this time, the granulated type lightweight fine aggregate having 0.6-5 mm grain diameter is combined with the nongranulated type lightweight fine aggregate having <=2.5 mm grain diameter for use. The granulated type lightweight fine aggregate is preferably lightweight and prepared by granulating a glassy raw material as a main raw material, baking and foaming the resultant granulated raw material and formed of closed cells. The interior thereof is preferably dense and preferably has a low water absorption coefficient and a high strength.
