PROBLEM TO BE SOLVED: To produce a composite hardened body composed of an inorganic amorphous material and an organic fibrous material, and usable as various kinds of industrial materials including a building material having improved flexural strength by pressurizing, drying and hardening a papermaking sludge. SOLUTION: This composite hardened body comprising an inorganic amorphous body 2 and an organic fibrous material is produced by subjecting a papermaking sludge to a pressurizing treatment, dehydrating the treated product, and drying and hardening the dehydrated product, or drying and hardening the sludge while pressurizing the sludge under 10-300 kg/cm2 pressure. The composite hardened body can be also produced by subjecting the sludge to a sucking treatment to dehydrate the sludge, and drying and hardening the dehydrated product, or subjecting the sludge to the sucking treatment and pressurizing treatment to dehydrate the sludge, and drying and hardening the dehydrated sludge.
