PROBLEM TO BE SOLVED: To provide a manufacturing method for a color picture tube capable of reducing the cost of an exposure device and obtaining a clear picture without lowering the adhesive strength of a phosphor film to the inner surface of a panel. SOLUTION: After coating liquid for forming a phosphor film is applied on the inner surface 12a of a panel having a black matrix film 14 formed with a designated pattern, light is radiated between the black matrix films 14 through the light transmitting part of a masking plate 13 adherently installed on the outer surface 12b of the panel, and phosphor films 16a, 16b, 16c made insoluble are formed between the black matrix films 14 in its exposure part.
