PROBLEM TO BE SOLVED: To create a high quality font by converting a 1st block into gradation font data based on the black part area in a 2nd block larger than the 1st block. SOLUTION: A means for dividing bitmap font data into 1st rectangular blocks and also dividing them into 2nd rectangular blocks larger than the 1st ones is arranged. In addition, the device is provided with a means for calculating the black part area in the 2nd blocks and a means for converting the 1st blocks into gradation font data based on the black part area in the 2nd blocks. In such a configuration, the divided blocks are converted into gradation font data based on the black part area (the number of the black dots) S of scan-block larger than the divided blocks. Thus, by setting the scan-block size to such a value as satisfies SW>DW and SH>DH, the number of the black dots of adjoining divided blocks can be reflected on the number of the black dots of the scan-blocks.
