PROBLEM TO BE SOLVED: To provide an application type keeper medium, and to provide a magnetic recording medium whose electromagnetic conversion characteristics, especially, recording characteristics at the time of magnetic recording using short recording wavelength are made excellent, and whose reproduction output can be made high, and whose productivity and keeping quality can be made excellent. SOLUTION: In a magnetic recording medium in which a base layer containing non-magnetic powder and bonding agent is formed on a non-magnetic flexible supporting body, and magnetic layers in not less than two layers are formed on the base layer, at least one layer of the magnetic layers in not less than two layers is constituted as a hard magnetic layer whose Hc formed by diffusing ferromagnetic powder in bonding agent is 8000e or more, and at least one layer of the magnetic layers in not less than two layers is constituted as a soft magnetic layer whose magnetic permeability is high.
