PROBLEM TO BE SOLVED: To obtain the subject composition having excellent cleansing power capable of removing dirt from the bare skin surface and effects each of prevention of skin deterioration, degerming and bacteriostasis of the skin and deodorization, and stably exerting these effects for many hours by including an effective amount of tea extract in a deoxidized pure water. SOLUTION: This composition is obtained by including an effective amount of tea extract such as catechin, preferably at 20 mg/L to 1.0 wt.%, in pure water deoxidized so as to bring the dissolved oxygen concentration thereof in the composition at 25 deg.C and under 1 atmospheric pressure to preferably <=1.0 mg/L. It is preferable to include, in addition, an effective amount of an acidic antioxidative substance such as vitamin C in this composition. The oxidation-reduction potential of this composition is preferably negative. This composition is applied by spraying on the skin in order to e.g. clean the skin, get a refreshing feeling, wipe the hip of a baby.
