PROBLEM TO BE SOLVED: To provide an opening and closing control system for a manhole cover for providing detachable on a keyhole provided on a cover main body of a manhole cover, capable of executing the corrective management of the locking or unlocking state of the manhole cover by directing the unlocking permission of a key cover which can be refused the access to a keyhole from the outside though a central controller, capable of locking sure and strict the manhole cover by easy constitution, and capable of unlocking easy it by only permitted person or group. SOLUTION: A personal certification code of a personal identification tag is recognized by a reader communication terminal, and a laying location code of a manhole cover memorized in a ROM of a control chip is read out by the reader communication terminal. The personal certification code and the laying location code are transmitted to a centralized control center, and an encrypted unlocking permission signal is received from the centralized control center. A key cover is unlocked when a solution operated in the control chip is corresponded to the unlocking permission signal.
