PROBLEM TO BE SOLVED: To freely limit distribution destinations of multi-cast data and to allow an information repeater or an information service device to collect audience information and accounting information without revising contents of existing software at all relating to multi-cast used at present. SOLUTION: This repeater 30 stores distribution permission information and distributes multi-cast data received from a server 10 only to a client whose distribution is permitted on the basis of the stored distribution permission information. Furthermore, the repeater 30 stores history information. Then the server 10 or the repeater 30 generates audience information and accounting information on the basis of the stored history information.
