PROBLEM TO BE SOLVED: To obtain a method for preparing a liquid to be applied to a phosphor layer which enables a radiation image conversion panel to be manufactured that has a good condition of the surface and is excellent in structural mottle while maintaining the effect of improving the mechanical strength through the addition of a crosslinker, and a method for manufacturing the panel. SOLUTION: In this method for preparing a liquid to be applied to a phosphor layer, the liquid consists of phosphors, a bonding agent, a crosslinker crosslinking the bonding agent by heating and a solvent at least. The method for preparing the liquid to be applied to a phosphor layer in a radiation image conversion panel and the method for manufacturing the panel are characterized by including a phosphor dispersing process in which the constituents other than the crosslinker are mixed and a liquid for dispersing the phosphors is prepared by stirring the mixture to disperse them, a cooling process in which the liquid for dispersing them prepared in the phosphor dispersing process is cooled, and a crosslinker addition process in which the crosslinker is added to the liquid for dispersing the phosphors cooled in the cooling process and the mixture is stirred so as to disperse the crosslinker in the whole liquid.
