PROBLEM TO BE SOLVED: To provide an electromagnetic filter that shields an electromagnetic wave with a specific frequency received through a wall face and a window glass plate or the like of a building or a vehicle or the like independently of a plane of polarization of an incoming radio wave and to provide an electromagnetic enhancer that enhances the electromagnetic wave with the specific frequency. SOLUTION: In the electromagnetic wave filter 20, one conductive element 22 or an array consisting of a plurality of the conductive elements 22 are provided on an insulation board 21 and the layout density of a plurality of the conductive elements 22 of the same size is selected to be 0.25 to 1.5 element/Ae, where Ae is an effective area depending on the radiation electromagnetic wave strength of the unit conductive element. A plurality of regular hexagons each having nearly the same area as the occupied area of Ae/(0.25 to 1.5) per one conductive element are estimated, they are laid out with a maximum density so that each regular hexagon includes one conductive element 22 and the array is formed by making the center of each regular hexagon in matching with the center of the conductive element 22.
